Fewer Hurricanes Doesn’t Mean Less Flood Risk – Here’s Why This Year Is Different

You may have heard the 2026 hurricane season is shaping up to be a quiet one. That part is true – a strong, possibly “Super,” El Niño is developing in the Pacific, and El Niño years typically mean fewer Atlantic hurricanes. Forecasters are calling for one of the least active seasons in over a decade. But here in Texas, “quiet hurricane season” and “low flood risk” are not the same thing. In fact, they can be almost opposites. El Niño doesn’t just suppress hurricanes – it also tends to push wetter, rainier weather across Texas, especially in the fall and winter. And the track record is hard to ignore. During the last Super El Niño in 2015, Texas saw some of its heaviest rainfall on record. Austin logged its second-rainiest year ever, and flooding on Onion Creek that Halloween took three lives. North Texas saw more than 13 inches of rain in a single three-month stretch. Winters during past Super El Niño years have dumped nearly double the normal rainfall on cities like Houston, Dallas-Fort Worth, and Beaumont. So while the tropics may stay calmer than usual this year, the flood risk from heavy rain events doesn’t necessarily follow the same pattern – and standard homeowners insurance still won’t cover flood damage no matter what’s driving the water. That’s the disconnect worth paying attention to: people hear “quiet hurricane season” and assume it’s safe to skip flood coverage. But some of the wettest, most damaging flood events in Texas history happened in years when the hurricanes stayed away and the rain just kept coming instead.
